As an integral part of the meetings of the Contact group and the Subgroup on Security, we have repeatedly raised the issue of the need to resume the official participation of representatives of Republics in Joint Centre for Control and Coordination on a parity basis, as was the case prior to the introduction by the Ukrainian side of a special order for crossing the demarcation line on January 22, in 2015.
At that time, our representatives were required to undergo a procedure for obtaining permits according to the standard procedure and to cross the border as ordinary citizens without any security guarantees being provided, which, in fact, blocked the presence of representatives of the Republics in the JCCC.
Nonetheless, we understand the importance of the work of the JCCC and the reasonability of returning our representatives to it. This will allow responding quickly to the deterioration of the situation, the organization of observation posts, the implementation of field visits to scenes of shelling, fire, infrastructure damage, the evacuation of victims and the establishment of liaison with representatives of the OSCE SMM and other international organizations. It would also greatly facilitate the parties’ interaction on security issues.
We express profound solidarity with the opinion of Alexander Lukashevich and continue to insist on the return of the representatives of the Donetsk and the Lugansk People’s Republics to the JCCC.
