#Commentary of Marina Zheynova on fact that water supply services in Mariupol over three times more expensive than in Donetsk

Traditionally, Ukrainians are fearfully waiting for another increase in tariffs for housing and communal services. Over the past 10-15 years, the average price of the payment for utility services has increased more than 25 times. Now an ordinary Ukrainian has to give about 40-50% of their income for utilities of dubious quality.

2018 is no exception: the Ministry of Economic Development of Ukraine forecasts an increase in tariffs up to 20%. Add here the reform of the so-called decentralization, as a result of which the authority for tariff formation was transferred to the field, and the result was not long in coming.

I suggest that you familiarize yourself with the tariffs for some housing and communal services in the cities of Ukraine.

Lvov:

– water supply and water disposal services (water – 9.70 UAH per square metre, sewage water – 5.18 UAH per square metre);

– hot water supply services with a metering device – 81.31 UAH per square metre.

Kiev:

– water supply and water disposal services (water – 6,32 UAH per square metre, sewage water – 5,5 UAH per square metre);

– centralised heat supply services with house and apartment heat metering devices – 1355,83 UAH/Gcal, without a device – 31.55 UAH per square metre/month;

– hot water supply services with a metering device – 80.62 UAH per square metre/month.

Uman:

– water supply and water disposal services (water – 12.19 UAH per square metre, sewage water – 8.94 UAH per square metre);

– centralised heat supply services with house and apartment heat metering devices – 1327,16 UAH/Gcal, without a device – 31,73 UAH per square metre/month;

– hot water supply services with a metering device 79,03 UAH per square metre/month.

This is the result of the local pricing policy. The cost of the same water supply and sanitation services varies in Ukraine by 2 times, and for heating – by 2.5 times.

Below is the tariff policy for the city of Donetsk:

– water supply and water disposal services (water – 6,74 rubles (3,37 UAH) per square metre, sewage water – 4,27 rubles (3,135 UAH) per square metre);

– services of centralized heat supply with house and apartment heat meters – 531.10 rubles (265.55 UAH)/Gcal, without a device – 6,96 rubles (3.48 UAH) per square metre/month;

– hot water supply services with a metering device 29,16 rubles (14.58 UAH) per square metre/month;

– gas supply services for the population with a metering device – 2,178 rubles (1,089 UAH) per square metre/month, without a device – 2,394 rubles (1,197 UAH).

I think, in the additional comments, the mentioned above comparative analysis of tariffs is not needed. The tariffs in comparison with our Republic differ in some positions in dozens of times. Naturally, such a tariff policy leads to massive non-payments. According to the results of 2017, the debts of Ukrainians for utilities exceeded UAH 30 billion, although a year ago the debt was at the level of UAH 17 billion.

Regular problems with the debt of the population or incompetence of the authorities can be resulted in real disasters. So, in the city of Slavutych in the Kiev region NJSC Naftogaz of Ukraine did not allocate the necessary volumes of natural gas for residents of the Slavutych city for January of this year because of debts.”

And all the assurances of the Ukrainian authorities in the bright European future, in the need to form a European tariff-setting policy, wash against the only irrefutable fact: today Ukraine ranks last among European countries in terms of average wages and pensions.

From the table below, it can be seen that Ukraine has found its place among the continental leaders in terms of the level of expenditures on housing and communal services.

The only thing that is left to do is to wait for the level of income to also correspond to such extraterrestrial utility tariffs. One thing is clear: this is definitely impossible with the current leadership of Ukraine.
