In the view of the former president of Ukraine Leonid Kravchuk, the Minsk process “needs to be thoroughly modified, enlarged and changed in terms of membership”. Also, Mr. Kravchuk believes that DNI and LNR should be excluded from it. It seems that the representatives of the Ukrainian authorities and its proclaimers seriously believe that the same methods can be used in international politics as in Ukraine– to change the terms of the agreements without consulting with the parties.
Leonid Kravchuk should be reminded that the Set of Measures for implementation of the Minsk agreements agreed upon by the leaders of Germany, France, Ukraine, Russia and approved by the United Nations Security Council on 17 February 2015, has been signed by Alexander Zakharchenko and Igor Plotnitsky, the current Heads of the Donetsk and Lugansk People’s Republics. The initiative to change such document unilaterality is extremely unacceptable, especially when the DNI and LPR (rather than the Russian Federation and OSCE) are one of the parties to the conflict.
Kravchuk’s behavior is characteristic of today’s Ukrainian politicians’ manner to talk around the Minsk process by making public different interpretations. But this time he went further, essentially proposing to eliminate the agreement itself by changing the participants. The Minsk arrangements have been made to bring peace in Donbass politically, not to alter them. There is no other way, as it has been repeatedly stated by politicians in different countries on international forums.
