On Thursday, July 14, 2016, an expanded session of the People`s Council Committee on Public Health, Maternity and Childhood Protection was held to discuss the concept of insurance medicine development in the Donetsk People`s Republic.
Representative of the Head of the Donetsk People`s Republic in the People`s Council Svetlana Egorova participated in its work. This event was attended by representatives of the DPR Council of Ministers Office, the DPR Ministry of Health and the Union of DPR Health Workers.
In his report on the concept of the future bill, Chairman of the People`s Council Committee on Public Health, Maternity and Childhood Protection Alexander Avdeev enumerated advantages expected in the medical field in case the bill is adopted.
“The aim of the bill we are drafting is to fairly provide all necessary medical care to all working citizens, free of charge. To put this idea into practice, a state insurance company will be established. There will be two kinds of insurance – compulsory and voluntary one. The employer will pay for employees in enterprises that will help legalize all those working for private business who haven`t been put on the staff so far”, Alexander Avdeev noted.
Secretary of the Functional Committee Alexander Serezhenko dwelled on previous negative experience of reforming health care system.
“The health care system of the Soviet Union which was considered the best in the world, ceased to exist as soon as the planned economy came to an end. Thus, financing for health care was reduced and every citizen seeking medical care partially paid for diagnostics and treatment.
Today the question arises that our young state cannot fully and on its own ensure development of medicine and guarantee additional funding for providing full and high-quality health care to all residents. Financial investments are required, and we do not consider those extortions which were in Ukraine as such but propose ways of building a new health care system – legal medical insurance”, Alexander Serezhenko stated.
While drawing preliminary conclusions, Representative of the Head of the Donetsk People`s Republic in the People`s Council Svetlana Egorova stressed the importance of the bill on compulsory medical insurance.
“At the closing session of the People`s Council, the Head of the Republic personally addressed you, as the representatives of the Functional Committee, the proposal to draft this bill since it is one of the priorities for our state at the moment. From your point of view, we can organize assistance in population census, provide social guarantees and protection to our citizens, including necessary medical care, free of charge”, Svetlana Egorova summarized.
