On September 5, 2016, the round table took place in the conference hall of Russian News Agency TASS, dedicated to the results of Minsk agreements’ implementation in two years from the moment of signing the first documentation package and the prognosis for the next period.
The event was attended by the authorized representatives of the DPR and LPR in the negotiations of the Contact Group in Minsk Denis Pushilin and Vladislav Deynego, the Head of the Center of Political Situation Alexey Chesnakov, the senior staff scientist of the Center of Caucasus’s problems and regional security of MSIIR Nikolay Silaev, and politicians Denis Denisov, Evgeny Kopatko and Oleg Ignatov.
Within a round table Denis Pushilin told about current situation in Republic, maintenance of “silence mode”, exchange of captives and secret prisons in Ukraine. According to plenipotentiary, political decision-making is being dragged on by the Ukrainian side. Also, the authorized representative of the Donetsk People’s Republic in the negotiations of Contact Group in Minsk Denis Pushilin emphasized on the importance of the adoption of amnesty law.
ʺThe question about the exchange of prisoners remains to be a critical issue. There will not be any progress without amnesty law, due to the fact that it can perform paragraphs 5 and 6 of the Package of measures. Also, the UN’s declaration about the Ukrainian secret prisons arouses suspicion and it is de facto recognition that there are cases of tortures in places of deprivation of freedom,ʺ Denis Pushilin told.
The authorized representative of the LPR in the negotiations of the Contact Group in Minsk, Vladislav Deynego noted that the Ukrainian side violates the agreement once again, using force to resolve the conflict in Donbass.
ʺUkraine continues to demonstrate an obvious terrorist policy. The recent events, which led Ukraine to the exit from “Norman format”, are the act of terror in Crimea, the explosion in Lugansk, followed by the cease-fire declaration. This precedent confirms Poroshenko’s words that the Ukrainian children will go to schools, and the Donbass ones will sit in basements. This is what the cease-fire means for Ukraine,ʺ Vladislav Deynego said.
According to the Head of the Center of Political Situation Alexey Chesnakov, there will not be any expansions of Minsk format.
ʺThere is a certain set of political commitments that must be followed in order to create the political space between Ukraine and Donbass. Within these 13 paragraphs Donbass has rights to become an autonomous state, but on conditions that Ukraine will implement the Minsk agreements. Currently, we can only see an aggressive rhetoric of the Ukrainian side.
It should be emphasized that the expansion of “Norman format”, “Minsk-3” and other programmes will not bring anything new. As practice shows, “Minsk-2” duplicates the commitments that have been recorded in “Minsk-1”, this is why I would like to note that there is no need in the expansion of formats, but we need the systematic implementation of the Package of measures’ paragraphs,ʺ Alexey Chesnakov said.
Also, the Head of the Center of Political Situation cited statistics of a recent public inquiry in Ukraine about resolving the conflict in Donbass.
ʺ”Anti-terrorist operation” is not supported by 53% of the Ukrainian citizens without taking into account the Donetsk and Lugansk regions. The Ukrainians citizens were asked the question “What method of resolving of the conflict they would choose”, 65% of respondents chose “a compromise way”, only 21% supported “solution by force”. All in all, 43% are not interested in negotiations, 50% are interested,ʺ Alexey Chesnakov noted.
