Recently, we have noted the intensification of military preparations of the Ukrainian side along the entire line of contact. Contrary to all existing agreements, the official Kiev continues to bring heavy weaponry, military equipment and vehicles carrying military personnel, ammunition and fuel to the line of contact.
Only last week, the redeployment of the 79th Assault Airborne Brigade’s units to the Avdeyevka area was completed in order to strengthen the 25th Airborne Brigade. The 10th and 54th Brigades conducted exercises with working out interaction during offensive actions near Artyomovsk and Popasnaya. The departments of the Ministry of Internal Affairs, the National Guard and Security Service of Ukraine were involved in the exercises. In addition, the Special Commission of the General Staff of the AFU conducted the inspection of the 54th Brigade. The focus was on the manning level, equipment, supply and willingness of the brigade to conduct offensive actions in urban settings.
A fair question regarding purpose behind these actions arises. The facts and intelligence say that the Ukrainian side actively prepares for offensive actions.
Taking into account the “Reintegration” law adopted by the Verkhovna Rada of Ukraine, which actually grants the Ukrainian authorities power for the heavy-handed approach to the resolution of the conflict, as well as the increased military activity of the Ukrainian side at the line of contact, we strongly recommend the OSCE SMM to pay close attention to the situation in Donbass, and the leadership of the guarantor countries, in particular Germany and France, to exert influence on Ukraine and prevent the escalation of the conflict.
