On December 15, the meeting of the Committee for public support of citizens from southeastern Ukraine, chaired by Deputy Chairman of the Federation Council Yuri Vorobyov, was held in the Council of Federation of the Federal Assembly of the Russian Federation.
The event was attended by First Deputy of Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters Vladimir Stepanov, the permanent plenipotentiary representative of the DPR in the Contact group at negotiations in Minsk Denis Pushilin and Vladislav Deynego, head of the department for cooperation with the public authorities of the Regional Delegation of the International Committee of the Red Cross in the Russian Federation, Belarus and Moldova Alexey Potemkin and representatives of public organizations.
The participants discussed issues related to provision of humanitarian assistance to residents of Donbass and development of cooperation between public organizations of Russia and the DPR.
Denis Pushilin presented interim results of the Contact group’s work in Minsk for 2016.
ʺAlas, we can mention neither profound changes nor positive tendency in the negotiation process. It is safe to say that any of 13 paragraphs of Package of measures for implementation of the Minsk agreements have not been fully implemented. Even the paragraph on sub-groups’ work. In fact, all meetings of the working group on economic issues have been thwarted by the Ukrainian side since September 7, 2016. Issues of payment of pensions, recovery of banking system, restoration of railroad hauls and power lines, water supply for population remain unresolved. Some of them are critical at the moment.
The Contact group’s decision on the separation of forces and means in three pilot areas such as Petrovsky, Zolotoy and Luganskoe village was the most significant decision for the last year. However, troops have been withdrawn only in the first two areas. The separation of forces and means near the Luganskoe village has not been implemented yet, despite the readiness of the Lugansk People’s Republic,ʺ the envoy said.
Also, he noted that the Republic continued to develop rapidly despite the war.
ʺThe Republic continues to live and develop despite difficult circumstances, economic, food and energy blockade imposed by the Ukrainian government. Salaries, pensions and benefits are paid, we are restoring old enterprises and opening up new ones. Whether the Minsk agreements are implemented or not, but our people need to live a full life today.
The humanitarian aid in the form of food is supposed to provide a state support for socially vulnerable segments of the population. A total of 413,226 food packages have been distributed this year. We are trying to provide special assistance to disabled people and people affected by hostilities. Thus, 7240 have been supported by the Republic Orthotics and Prosthetics Center since the beginning of 2016. The contact with the Rostov Orthopaedic Enterprise for purchasing raw material and components has been made as well as for the supply of mammary implants in the Lugansk People’s Republic,ʺ Denis Pushilin said.
According to Deputy Chairman of the Federation Council Yuri Vorobyov, special attention is being given to the establishment of cultural relations between the Russia Federation and the People’s Republics.
ʺWe see how much attention people of our country devote to the problems you are facing now, and when we spread the word, we always find a broad response. Our fraternal peoples, who have lived in friendship and peace for centuries, will continue their joint history and we will do our best for this. Currently, we are more focused on establishing cultural relations between our countries,ʺ Yuri Vorobyov said.
Public representative of the DPR Natalia Volkova told about positive dynamics in the development of public interregional cooperation between the Russian Federation and the Donetsk People’s Republic.
ʺThe development process of the young Republic is aimed at mutual cooperation an linkage formation. The majority of public organizations and collectives themselves are offering cooperative activities today. They have a desire to help people of our country to adapt to civilian life. Over 46 cooperative activities with collectives form regions of Russia were held from November to December 15,ʺ Natalia Volkova said.
Also, Deputy Chairman of the Federation Council Yuri Vorobyov was awarded certificate of gratitude of the DPR People’s Council and Ministry of Emergency Situations of the DPR for a significant contribution to the development of the Donetsk People’s Republic during the meeting.
The participants approved a plan of work for 2017 in three areas such as rehabilitation of infrastructure, humanitarian support and establishment of cultural relations.
