On September 6, a regular meeting of the Contact Group on the peaceful settlement of the conflict in Donbass was held in Minsk. The agenda of the meeting included compliance with a cease-fire, the implementation of the Agreement on the separation of forces and means and the exchange of prisoners.
According to the Minsk source in the peace talks, the Ukrainian side continues to drag out the process of exchanging prisoners.
ʺDespite the fact that the Set of Measures requires an exchange on “all for all” basis and the prohibition of prosecution and punishment of persons connected with the conflict in Donbass, Ukraine continues to manipulate the issue of prisoner exchange.
In the framework of work relating to refining lists, the Ukrainian side continues its attempts to classify the persons involved into categories, determining who is to be released and who is not.
In order to prolong the negotiating process, the Ukrainian negotiators do not pay their attention either to the prisoners’ belonging to the conflict or to their state of health. In turn, the Donetsk People’s Republic does not intend to leave a single resident in Ukrainian prisons. We insisted and continue to insist only on the “all for all” exchange,” the source said.
Also, according to the source, the plenipotentiary representative of the DPR in the peaceful negotiations Denis Pushilin described the outrageous behaviour of Ukraine with regard to the enactment of the amnesty law.
ʺThe amnesty law is necessary, but it should be mutual for the parties to the conflict and should apply to all persons involved in the conflict in Donbass, rather than release criminals – ‘the ATO’s soldiers’,ʺ the source summed up.
