Interim Commission reviews current situation in enterprises with interim administration

On July 26, an expanded meeting of the Interim commission of the DPR People’s Council was held on the transfer of markets, which operate in the territory of the Donetsk People’s Republic, to public ownership as well as enterprises and non-resident agencies, where interim state administrations were established.

Representatives of the Ministry of Revenue and Taxes, the Ministry of Interior, as well as representatives of the public movement “Donetsk Republic”, the state-owned company “Donbass markets” and ZAO “Vneshtorgservis” were invited to the event.

The Chairman of the Interim Commission Alexander Kostenko reported that the public movement “Donetsk Republic” had prepared an operational report on the situation in the enterprises with the interim administrations.

ʺSome of the issues raised concerning the work of non-resident enterprises were referred to the public movement “Donetsk Republic”. Some answers can be obtained from the representative of ZAO “Vneshtorgservis”. In order to inform citizens at receptions and gatherings, deputies need to have up-to-date information and I ask you not to put the issues of interest on the long finger and promptly refer them to the Commission,ʺ Alexander Kostenko addressed the Commission’s members.

The Deputy Head of Executive Committee of the public movement “Donetsk Republic” Olga Pozdnyakova spoke about state of affairs in the enterprises with the interim administration.

ʺEnergy workers have been fully paid for June and only some mines are exceptions. Also, I can report on the question of wages that, for example, the work is as follows at the Zasyadko mine: workers have 12 days of underground work and 14 days at grass. Naturally, this affects the amount of wages that, on average, is in the range of 8000-9000 roubles at the moment.

I also report that several enterprises in the energy sector are now merging. For the most part, the upcoming changes affect an executive office, not working groups.

Concerning the provision of humanitarian assistance to workers and their families, these activities take place on a regular basis, as many deputies know first-hand because of their active participation.

As of August, we received 477 applications from employees, who work in the enterprises with the interim administrations, and railway workers for rehabilitation of children. Recreation will be organized, including recreation in recreational camps in the Russian Federation,ʺ Olga Pozdnyakova said.

According to the representative of ZAO “Vneshtorgservis”, work on contracts for the provision of housing and communal services continues.

ʺAccording to the Decree of the Head of the DPR No. 77 of 04.04.2017, ZAO “Vneshtorgservis” continues to work on the conclusion of contracts for the provision of public services as an interim administrator. Work continues to obtain the necessary licences and other permissive documents. Difficulties arise in matters where the provision of right stating documents, particularly on land, should be provided. But through close interaction with executive and legislative branches, we are going to cope with the set objectives,ʺ the representative of ZAO “Vneshtorgservis” said.

At the end of the meeting, the parliamentarians discussed a number of issues with representatives of the Ministry of Interior and the Ministry of Revenue and Taxes on market activities.
