On August 11, 2016, a regular meeting of the interim committee of the DPR People’s Council on transfer of markets, operating in the territory of the Donetsk People’s Republic, to state ownership was carried out. Representatives of the DPR Council of Ministers, the State Property Fund of the DPR and SE “Donbass markets” were invited to the meeting.
The Chairman of the interim committee Sergey Zavdoveev presented a report on the work of the interim committee of the People’s Council of the Donetsk People’s Republic on transfer of markets, operating in the territory of the Donetsk People’s Republic, to state ownership for the period from April 15 to August 11, 2016.
“During the reporting period, interim committee has received more than 20 applications from residents of the Donetsk People’s Republic, including applications of markets owners, application of entrepreneurs leading commercial activities, as well as applications of citizens who live in residential areas in the immediate vicinity to the territory of the markets.
It should be noted that appeals of citizens indicate at numerous violations of trade rules by markets owners, including the unjustified increase in the rent cost of commercial locations,” Sergei Zavdoveev said.
The member of Parliament also listed markets in which governance was introduced during this period.
“For the purpose of speedy removal of social tension, interim committee recommended that the state enterprise “Donbass markets” implements measures to transfer to the state ownership some of integral property complexes (markets) on a priority basis.
Thus, as of August 10, 2016, under the management of the state enterprise “Donbass markets” there are more than 20 markets of the Donetsk People’s Republic. In particular, in the following period governance was introduced jointly in the markets “Mercury City Market”, “Aquilon”, “Sokol”, “Kalininsky”, “Mayak” and “Mirny” in Donetsk, as well as in the market “Central” in Makeyevka,” Sergey Zavdoveev reported.
According to the deputy, appeals on matters that are not within the competence of the interim committee are forwarded to the relevant competent authorities of the Donetsk People’s Republic.
“Interaction with the executive authorities and directly with the Council of Ministers of the Donetsk People’s Republic concerning the recommendations on legal regulation of markets transfer procedures to the state property should be considered the main focus of the interim committee,” the Chairman of the interim committee said.
Also Sergey Zavdoveev informed that the interim committee has initiated a working group whose activities are focused on the development and completion of the Procedure of inventory, assessment and determination of compensation during the transfer to public ownership.
“The working group, along with deputies from the interim committee includes representatives of relevant ministries and agencies, namely, the representatives of the Ministry of Inland Revenue, the Ministry of Finance, Ministry of Economic Development, Ministry of Justice, Ministry of Construction and Housing, the Ministry of Agrarian Policy and Food, General Prosecutor’s Office, state enterprise “Donbass markets” and the State Property Fund.
The procedure allows regulating the process of markets transfer into public ownership and creating a mechanism for inventory and compensation.
The responsible body for the development of the Order, as well as markets transfer procedure to the state property is the State Property Fund.
In the future, the interim committee intends to actively cooperate with the state enterprise “Donbass markets”, the State Property Fund both in the inventory of markets, and in determining the compensation procedure for the property market, passing into public ownership.
In addition, interim committee in the framework of its powers will promote effective interaction between the entrepreneurs engaged in trade and the state enterprise “Donbass Markets,” Sergey Zavdoveev concluded.
