On December 14, according to the agenda of the plenary session, parliamentarians considered the draft law “On Ratification of the Friendship, Cooperation and Mutual Assistance Treaty between the Donetsk People’s Republic and the Republic of South Ossetia”.
Natalia Nikonorova, Acting Minister for Foreign Affairs of the DPR, made a report and spoke about the need to adopt the bill in question.
“On October 31, 2017, the Republic of South Ossetia ratified the previously signed Friendship, Cooperation and Mutual Assistance Treaty between our states. In its turn, ratification by the Donetsk People’s Republic will allow fulfilling international obligations and observing the norms of our legislation.
After ratification, the Treaty will acquire the force of the Law of the Donetsk People’s Republic, and the norms set forth therein will be implemented in the legal system of the Republic. The new status of the Treaty will allow the state authorities to regulate in more detail the legal relations between our states in the relevant areas and to carry out interdepartmental cooperation,” the Foreign Minister of the DPR said.
In conclusion of the report, Natalia Nikonorova noted the positive consequences of ratification of the Treaty and asked the parliamentarians to support the bill.
“The expression of consent to be bound by the norms of the Treaty will allow to strengthen and develop relations between states in the political, trade and economic, social and humanitarian, cultural and other fields, as well as provide support in case of aggression, which is especially urgent at the moment,” the head of the foreign policy department said.
Considering the importance of the Treaty for further fruitful cooperation between the Republics, the deputies passed the bill in two readings in general. Further, the law will be sent for signature to the Head of the Donetsk People’s Republic.
On May 11, 2017, the Friendship, Cooperation and Mutual Assistance Treaty was concluded between the Donetsk People’s Republic and the Republic of South Ossetia, which calls upon to raise relations between our states to a qualitatively new official level, taking into account the fundamental national interests of the peoples of both states.
In accordance with the Article 20 of the Treaty, it is subject to ratification by the legislative bodies of the contracting parties and shall enter into force on the day of the exchange of instruments of ratification.
