On August 31, 2016, there was another meeting of the Interim Commission of the DPR People’s Council on the question about transferring of markets, that work on the Donetsk People`s Republic territory, into the public property. Representatives of the State Property Fund, state enterprise “Donbas Markets” and People’s Council of the Donetsk People’s Republic were invited to the meeting.
The chairman of the Interim Commission Sergey Zavdoveyev emphasized that the market transferring into the state property does not depend on owners’ personal characteristics.
“The Law “On markets and markets’ activities” has been adopted due to necessity of the state settlement of the market trade sphere in the DPR and also for minimization of different tax evasion schemes. So, the Law has to strengthen sovereignty of the DPR in the economic sphere and to protect the interests of community.
The Interim Commission does not consider various offers of citizens’ action groups about leaving markets in so-called safe hands, because the law applies to everyone without discrimination.
In accordance with Article 21 of the Law, the markets that undertake their activities on the DPR’s territory, before the Law comes into operation, regardless of an ownership, are transferred to the state needs as integral property complexes that have trading places, rows of shopping stalls, with compensation to the owners of the property,” Sergey Zavdoveyev stated.
The representative of the State Enterprise “Donbas Markets” reported on the introduction of public administration in the eight markets in the Republic.
“For the last week, the eight markets were transferred into the state property in the Republic: they are “Agora”, “Shakhtersk”, “Bazhanovsky” in Makeevka; “Zheleznodorozhny”, “Vist”, “Quadro Plus”, “Privoz”, “Kolos”,” the representative of the State Enterprise “Donbas Markets” reported.
