On May 25, 2016, a round table on topic “About legislative regulation coal mining artels’ activities on the DPR territory” was held.
The Chairman of the People’s Council of the DPR Denis Pushilin, the Deputy Chairman of the People’s Council of the DPR Olga Makeeva, the Chairman of the Committee on natural resources, ecology, subsoil and natural resources deputy Alexander Yarovikov, Acting Minister of Coal and Energy Ruslan Dubovskiy, representatives of the Ministry of Revenues and Duties, representatives of departments which control coal activity, of the prosecutor General’s office of the DPR and representatives, heads and workers of coal mining artels of the Republic were present at the event.
The main topic for conversation was a question about the feasibility of coal mining by open method. The deputies and the public servants provided with facts about harm to the environment, which appears as a result of such coal mining artels work. In turn entrepreneours who do the feasibility of mining by open method reported about responsibility which lies on their shoulders, including big contributions to the budget, the improvement of human settlements and also lucrative jobs for the population.
After a long hot discussing the Chairman of the People’s Council of the DPR Denis Pushilin presented final proposal.
“As for results of today’s round table, taking into account ecological problems, problems connected with occupational and problems of possible social tensions, I propose:
- To create on the basis of the relevant Committee a large group for discussing a legislative framework, which regulates the artels and small mines work;
- To the created group to work out a compromise solution on every question sounded at today’s meeting;
- On Friday, May 27, to represent a road map for regulation of problems about coal mining artels work, small mines and their cooperation with state mines”, Denis Pushilin concluded.
