Progress of Package of Measures for implementation of Minsk Agreements becomes a subject of Parliamentary hearings

On July 19, Parliamentary hearings took place in the Donetsk State Music and Drama Theatre, chaired by Speaker of the People’s Council of the DPR Denis Pushilin. More than 700 people took part in the discussion of the situation related to the implementation of the Minsk agreements, which were approved by the UN Security Council Resolution.

There were representatives of all ministries and departments of the Republic, heads of cities and districts, as well as representatives of the public among the guests.

Opening the Parliamentary hearings, the Head of the DPR Alexander Zakharchenko declared about the completion of collecting signatures for a petition to the UN Security Council process.

“Today we have finished collecting signatures for a petition to the UN Security Council. More than 300 thousand signatures have been collected. We had our say on that we are ready to fulfill Minsk agreements. Kiev has shown that they are going to sabotage the Minsk agreements at all cost. Thus, they discredit all global institutions, especially the United Nations”, the Head of the DPR claimed.

Addressing participants of the Parliamentary hearings, the Head of Kuibyshevsky district of Donetsk Ivan Prikhodko provided data on the civilians of the front districts of Donetsk who died during conducting of military operations in Donbass.

“477 civilians of front districts of the DPR – Petrovsky, Kievsky and Kuibyshevsky – became the victims of military conflict in Donbass in two years. Today only in Kuibyshevsky district 213 inhabitants died, in the Kievsky district – 197 people are officially registered, in Petrovsky 67 civilians died. In total in three capital districts 1413 multistory houses and more than five thousand private houses are destroyed”, Ivan Prikhodko explained.

The Head of Dokuchaevsk administration Alexander Kachanov noted that, despite the presence of the OSCE monitoring mission on the demarcation line, the shelling on the territory Dokuchaevsk does not stop.

“Certain districts of the city are regularly under the fire of practically all types of arms including heavy ones. Hits in houses with civilians are constantly recorded (766 houses are damaged as a result of shelling).

The presence of the OSCE Mission as an instrument leading to peace processes on the line of demarcation does not live up to expectations. Ukrainian side has repeatedly withdrawn arms for the monitoring mission representatives, and then returned back to their former positions. The same can be said of the entire divisions, made up of citizens of other countries. OSCE Mission “doesn’t notice” them. The shelling of Dokuchaevsk territories continue”, Alexander Kachanov said.

According to the Acting Minister of Work and Social Policy of the DPR Larisa Tolstykina, for the entire period of work of subgroup on economic problems in Minsk the positive movements are not observed.

“The working group on economic problems is urged to define the joint mechanism and implement the declared actions in practice. Unfortunately, for the entire period of work of the working group the positive dynamics in the solution of the above-stated questions is not present. Rather on the contrary – misunderstanding and unwillingness to look for a compromise aggravate an already difficult situation, and the process of interaction doesn’t lead to real results – Kiev continues a policy of blockade.

I will remind that the state of Ukraine unilaterally, according to Petro Poroshenko’s decree on economic blockade of Donbass, stopped all payments in cash and non-cash form to the citizens living in the territory of Donetsk and Luhansk People’s Republics. This decree enacted the decision of the Security Council of Ukraine on termination of work of public institutions and service of bank accounts in a zone of so-called “anti-terrorist operation”. Thus, Ukraine stopped the transfer of social and pension payments to the population of Donetsk and Luhansk People’s Republics who haven’t renewed the right to receive money in the cities of Donetsk and Luhansk regions controlled by the Ukrainian army and authorities of Ukraine”, Larisa Tolstykina noted.

In turn, the Acting Minister of Transport of the DPR Igor Andrienko drew attention to the damage caused by the Ukrainian side for the road transport system.

“As a result of systematic firings the main public highways were knockеd out, the railway tracks are considerably damaged, the infrastructure of a road and transport complex is destroyed, passenger and cargo transportation between the territories of Ukraine and the Donetsk People’s Republic by the Ukrainian authorities is systematically blocked.

This situation led to the malfunction of the entire road transport system, violation of the established social and economic relations and the actual blockade of the territory of the Republic on the part of Ukraine”, Igor Andrienko claimed.

According to the Acting Head of Yasinovatsky municipal management Tatyana Kuzyutkina, AFU conduct continuous intensive battles for control over the neutral zone around Yasinovataya.

“The Ukrainian side ignores the document signed by them. The shelling of territories of the Donetsk People’s Republic by the armed forces of Ukraine continue daily. The city of Yasinovataya and the territories adjoining to it became one of such hot spots.

AFU constantly conduct intensive battles for control over the neutral zone around Yasinovataya. It is reported about permission of AFU to open massive fire to take under control strategically important route near Yasinovataya”, Tatyana Kuzyutkina said.

The head of Novoazovskiy district administration Oleg Morgun focused on the disappointing statistics of Novoazovsk’s destruction, while noting the positive trend in the rehabilitation efforts.

“In general, during the fighting in the district partially or completely social facilities: schools, kindergartens, clubs and medical facilities, shops, industrial buildings, as well as critical infrastructure are destroyed. Among them education facilities – 10, health facilities – 3, gas supply facilities – 1, objects of culture – 3, public sector facilities – 1 (not taking into consideration a completely ruined village Shirokino).

In addition to social facilities, the fighting damaged more than 470 housing constructions, inhabited by 1514 people. At the moment, 33 houses are fully restored, 190 objects are under the restoration work, 257 residential houses are still destroyed due to the continuation of military operations on these areas, and in some cases – due to the lack of construction materials”, informed Oleg Morgun informed.

At the end of the event the Chairman of People’s Council of the DPR Denis Pushilin read a statement on the results of the Parliamentary hearings in the People’s Council of DPR on the nonfulfillment by Ukraine Resolution of the UN Security Council on the situation in the East of Ukraine.

“Being a part of the people of Donetsk People’s Republic and maintaining the requirements expressed in the collection of signatures under the petition of the nonfulfillment of Ukraine the commitments within the framework of the Minsk agreements, recognizing their responsibility for fair and unbiased coverage of the situation, the participants of the Parliamentary hearings have concluded that to a hearing day Ukraine has not fulfilled any of points of the Package of measures for implementation of the Minsk agreements of 12.02.2015 approved by the Resolution of the UN Security Council 2202 d/d 17.02.2015; we appeal to the world community and international organizations to put pressure on the negotiators in “Norman format” as guarantors of the implementation of Package of measures to influence the Ukrainian side to fulfill its obligations”.

Participants of parliamentary hearings urged the international organizations to put pressure upon Ukraine regarding implementation of the Minsk agreements, having provided the UN and OSCE with the Petition about nonfulfillment of the Minsk agreements by Ukraine, Denis Pushilin told in conversation with journalists.

“Our next task is to pass the petition to international organizations, including the UN and the OSCE. We plan to do this in cooperation with our colleagues from the Lugansk People’s Republic. One thing is when the statements come from the Head of Republic, from our representatives in Minsk. Another thing is when hundreds of thousands of our citizens who feel themselves what is happening and who conducts the shelling that injures them, who hinders the peaceful settlement of the conflict, express their position and do it openly, put their signatures. It will be extremely difficult to wave aside this global community”, the Speaker of DPR Parliament said.
