Alexey Zhigulin: Separation of DPR Head and Prime Minister’s powers will enhance efficiency of executive branch
The Parliament, adopting the Laws “On Amendments to the DPR Constitution” and “On the DPR Government”, implements the principle of separation of state power into legislative, executive and judicial, which will lead to more efficient governance of the state, stated Alexey Zhigulin, the deputy of the DPR People’s Council, the chief of Free Donbass faction in an interview with DNR-Live.
“It is very pleasant that the People’s Council of the II convocation began its activity with the adoption of such important laws as the Law “On the Government of the Donetsk People’s Republic” and the Law “On Amendments to the Constitution of the Donetsk People’s Republic”. According to the changes, the DPR Head can no longer combine the position of the Head of State and the Chairman of the Government. Obviously, such a separation of powers will lead to more efficient management of our state, and therefore to the positive changes we are counting on,” the parliamentarian said.
We shall recall that on November 30, 2018, the DPR People’s Council adopted the Laws “On Amendments to the Constitution of the Donetsk People’s Republic” and “On the Government of the Donetsk People’s Republic”, according to which constitutional amendments were approved to fix the new order of formation of the DPR Government, the appointment of its senior executives, and allotting the DPR Government the right of legislative initiative.
