Commemorative event on occasion of parliament’s third anniversary held in DPR People’s Council
On November 2, a solemn ceremony to commemorate the third anniversary of the establishment of the Parliament of the Donetsk People’s Republic was held in accordance with the agenda of plenary meeting.
The Chairman of the DPR People’s Council Denis Pushilin congratulated those present on remarkable date.
ʺToday, we celebrate the third anniversary of the DPR People’s Council. The elections in the DPR People’s Council of the First Convocation in conjunction with the elections of the Head of the DPR were held on November 2014. Two public movements “Donetsk Republic” and “Free Donbass” took part in the election campaign.
The first plenary meeting of the DPR People’s Council of the First Convocation was held at the House of the Government within 11 days after the announcement of the ballot result. The first steps of state-building, like child’s first steps, are the most important and the most difficult.
I am sure that the first steps of the Parliament of the Republic will not lose their relevance in many years, because now the legislative power of the Donetsk People’s Republic, through the People’s Council, determines the fundamental conditions of a young state and its citizens for decades to come,ʺ the parliamentarian speaker said.
The Chairman of the People’s Council, in his speech, recalled deputies that gave their lives fulfilling their civic duties.
ʺUnfortunately, a path of state-building is a thorny path. It is poignant to note that we lose our comrades on this path who were at the start of the establishment of the state’s principal legislative body.
I propose to observe a minute of silence in memory of the members of the People’s Council of the Donetsk People’s Republic of First Convocation, who gave their lives for the freedom and independence of our Republic: Voznik Roman Svyatoslavovich, Zaibert Vadim Yakovlevich, Zadiraka Fedor Konstantinovich,ʺ Denis Pushilin said.
The Speaker of the Parliament also referred to the role to be played by deputies in the formation of the new people’s state.
ʺEmphasizing a title “People’s” in the name of the Republic’s parliament, we must avoid the shortcomings of bureaucratic administration and the manifestation of ‘detachment’ from the people.
Communicating with the electorate, studying their opinions and supporting civic initiatives are the foundation upon which the rule of law is built. Meetings with the inhabitants of the front-line areas are an indicator of the availability of the legislature, its responsibility towards the electorate. Hundreds of such meetings have been held in three years. The deputies of the People’s Council support people in difficult circumstances not only in their offices but also at the front line, construction sites, faculties, work and in educational establishments…
Today, responsibility and coherence are more than ever required of the deputies. It is the deputies who should be the bearers of political culture, the processes of spiritual modernization and civil reformation of society.
We have a unique chance to build a parliament of the Donetsk People’s Republic on a foundation that has no negative tendencies. Without bureaucracy, corruption and a formal attitude towards the people’s needs.
On the day of the celebration of the DPR People’s Council’s third anniversary, allow me to congratulate you, dear friends, on our common accomplishments, to wish each of you strength, inspiration, optimism and faith in our cause, the beautiful future of our Republic and the good fortune of our people,ʺ Denis Pushilin summed up.
Then the floor was given to the Acting Representative of the Head of the Donetsk People’s Republic in the People’s Council Oleg Vanin.
The Acting Representative of the Head of the DPR noted that the preservation of sovereignty and the full development of the Donetsk People’s Republic remain to be fundamental principles in the activities of every people’s representative.
ʺThere is only one entity in our state at which ensuring equality before the law and justice is aimed and it is people. A parliamentary seat in our People’s Republic is not a privilege. It is a responsibility towards people.
The citizens rallied for their own choice three years ago and it is our common task to protect that choice. People rallied around the patriotic values of freedom and the right to be heard by the authority and its representatives. To dash these hopes means to lose our main battle for people’s trust. The people of the Republic expect that it will enjoy broad and equal opportunities for self-realization and civic, entrepreneurial and creative initiatives, and it hopes to be respected and have respect for its work. These principles should permeate all decisions and documents concerning the society and people.
According to him, the main activities of the People’s Council will be the development of political system and the establishment of institutions of direct democracy.
ʺThe Republic must develop towards the Russian world and its traditional values. The main aspect of the work of each deputy is to help an individual and the relationship with the citizen. The relationship between a deputy and electorate must be inseparable, accessible and tangible. We are not in a position to repeat the legislative practice of certain state when promises are made only on camera and the solution of problems is only for a show. Working with people from a dialectical perspective should be moving to practice – day-to-day and hard work,ʺ Oleg Vanin said.
The President of the Supreme Court of the Donetsk People’s Republic Edward Yakubovsky joined in the congratulations.
ʺLaw is a complex process and very few deputies were involved in the drafting of bills, much less in their adoption, at the time of the establishment of the DPR Parliament. Over the past three years, you have gained an invaluable experience in legislative work that is impossible to obtain anywhere else. You know now what a law is, and you can feel the difficulty of creating correct statutory wording that meets your goals and objectives. You can see for yourself how a law adopted by the People’s Council and signed by the Head of the DPR, affects the life of the Republic.
I congratulate you on the third anniversary of the establishment of the DPR Parliament. I wish you success in all kind of undertakings and, for my part, I express readiness to work together for the good of our nation!,ʺ Edward Yakubovsky stated.
During the ceremonial part, the best employees of the the People’s Council were presented with the certificates of appreciation for the achievement of high professional performance, personal contribution to the establishment and development of the Donetsk People’s Republic and in connection with the commemoration of the third anniversary of the elections to the People’s Council of the Donetsk People’s Republic.
