#Commentary of DPR People’s Council Chairman Vladimir Bidyovka on importance of adopting law for local self-government
Last week, activists of the Donetsk Republic public movement made an appeal to the DPR People’s Council, in which the need for legislative regulation of the work of local governments was raised.
First of all, I want to note the particular relevance of the initiative, since today the demands of society in terms of self-organization, increased participation in the process of state building at various levels have grown significantly. In this context, the People’s Council should act as a reliable guarantor of securing the rights of our citizens. The people are the fundamental source of power, as defined by the Constitution of the Donetsk People’s Republic.
Local governance is an integral feature of any democratic state. Citizens should be able to be directly involved in problem solving and implementation of community initiatives, as well as strengthen the protection of public interests. Besides, the autonomy of local authorities will significantly speed up the solution of topical issues specific to particular territories, taking into account their specificity, to make the process of governing the Republic more effective as a whole.
Today it is obvious that the need to develop a bill is really overdue. The work on it will be held as openly as possible, due to which the People’s Council of the Donetsk People’s Republic will hold public hearings. The adoption of the law on local self-government will be an important step towards expanding the participation of every citizen in the life of the whole society.
