Vladimir Groysman claimed that Ukraine was completely ready for the heating season for the first time in recent years. With external bravura of this statement, the Prime Minister of Ukraine did not say what darkened this news.
The Mayor of Kiev Klitschko stated that he had requested the Government to lower the gas price for heating kindergartens, schools and hospitals on the first day of the heating season (on October 11). It turns out that the price of natural gas is 7,900 hryvnias per thousand cubic meters for budget organizations, which is one and a half times more expensive than a tariff for thermal energy generation. Klitschko argues that such a difference would result in incurring of heat-supply enterprises’ debts for consumed natural gas in Kiev and would endanger the stable and safe passage of the heating season.
Generally, the debt of the Ukrainian population for housing and communal services has grown to 13 billion hryvnias! According to the State Statistics Service of Ukraine, Ukrainians spent 94% of all income on food and utilities in the first six months of this year.
At the same time, 40 thousand residents got refusal for the extension of subsidies for utility services by the beginning of the new heating season in Dnepropetrovsk.
It turns out that the Cabinet of Ministers of Ukraine has restricted the right to receive a subsidy if there is a debt: those who had debts for housing and communal services in the amount of more than 340 hryvnias on 1 May were deprived of the right to have subsidies. In general, a third of all residents of Dnepropetrovsk, which used to be one of the most prosperous administrative centres of Ukraine, apply for subsidies.
Housing and communal policy is an indicator of the state’s attitude towards people.
The heating season has started in the Donetsk People’s Republic, and its residents are used to stable payments for utilities that had not been raised since the beginning of 2014. The preparations were made long before for this heating season – the “Donetskgorteploset” structural unit of the “Donbassteploenergo” State Enterprise carried out repairs and prevention work and, in particular, more than 2,000 km of thermal network have been prepared for the autumn-winter period.
