#Commentary of Valery Skorokhodov on formulas in geopolitics
Yesterday, Putin and Steinmeier discussed the situation in Ukraine, including the question of the United Nations Mission in Donbass. In connection with the Minsk agreements, the President of the Russian Federation referred to the “Steinmeier Formula” with the hope that it would be implemented.
A sequence of actions proposed by the President of the Federal Republic of Germany was approved by the “Normandy Four”. But it was easier for Poroshenko to come up with the “Macron Formula”, which the President of France was not even aware of, then to give permission to his representatives to at least initiate discussions of the “Steinmeier Formula” in Minsk.
The DPR representatives in the Contact Group at the Minsk negotiations repeatedly stated that the Ukrainian side was always pretending to have no idea what was behind the “Steinmeier Formula” during the discussions in the capital of Belarus.
It should be reminded that it defines a road map for the enactment of the Donbass Special Status Law. The mechanism proposed by Steinmeier is as follows: the Law “On the special order of local self-government in separate regions of Donetsk and Lugansk Regions” temporarily comes into force on the day of local elections in Donbass and after the publication of the Office for Democratic Institutions and Human Rights report confirming that the elections meet international standards, the law takes on a permanent effect.
Of course, the current Kiev power cannot even imagine the elections in Donbass, as it demonstrates by sabotaging the Minsk process. Therefore, another message of the presidents of Russia and Germany, who stressed that all the provisions and articles of the Minsk agreements should be scrupulously implemented, was, in the first place, for Ukraine.
The vagueness of the Steinmeier’s opinion on the UN Mission that, well, the proposal of Ukraine should be “studied…in the context of possible compromises…”. It means that the confrontation in Donbass ceases to be a stumbling point in the relationship between Russia and Germany. And the Minsk agreements function properly at the geopolitical level.
