Commentary of Vladimir Bidyovka on legislative measures aimed at ensuring sanitary and epidemiological safety of Republic

Today, the DPR’s People’s Council has been convened for an emergency plenary session. The reason for this meeting was the situation, which had shaken the whole world over the past few months – a new coronavirus infection. It is planned to take legislative measures to ensure the safety of our citizens at the plenary session. The Chairman of the People’s Council Vladimir Bidyovka reported about it to the media.

ʺIt is important to note that there have been no recorded cases of COVID-19 on the territory of the Donetsk People’s Republic so far. However, this does not give us the right to lose our vigilance and negligence towards both our own health and people around us. Today, each of us must understand that it is easier to prevent trouble than to eliminate its consequences.

The People’s Council supports measures to prevent the importation and spread of coronavirus infection, as proposed by Denis Pushilin, the Head of the DPR. For our part, we also consider it necessary to adopt a number of legal acts that will ensure, at the legislative level, the safety of life and health of our citizens.

Addressing residents of the Republic, the Head of the Republic noted that the declaration of a state of emergency would be an urgent measure in case of detection of infection. The draft law “On Amendments to the Law of the Donetsk People’s Republic ʺOn Special Legal Regimesʺ” provides for the possibility of establishing a special governing body by the Head of the Donetsk People’s Republic – the State Commission to ensure the state of emergency regime under the Head of the Donetsk People’s Republic, also fixes its main functions and tasks.

The draft law “On administrative liability for violation of requirements aimed at counteracting the spread of a new coronavirus infection” will establish administrative liability for failure to comply with existing sanitary rules and hygienic norms, quarantine rules during the period of high alert and state of emergency, as well as for failure to comply with sanitary and hygienic and antiepidemic measures, requirements and prohibitions established by regulatory legal acts.

Amendments to the DPR’s Criminal Code will increase the existing penalties under article 275 for violations of the sanitary and epidemiological rules that have resulted in the threat of mass disease or poisoning of people,ʺ parliamentary speaker said.

He stressed that the main purpose of adoption of these regulations is not to punish people, but only to prevent the spread of infection and raise awareness of personal responsibility of everyone for the lives of millions of people living in the Donetsk People’s Republic.

ʺI consider any speculations related to the adoption of the aforementioned norms unacceptable, as the global trend towards the spread of coronavirus, unfortunately, remains negative, and we are obliged to do everything to prevent this in our country. I urge everyone to strictly observe all measures recommended by the Ministry of Health and the operational headquarters to prevent the entry and spread of coronavirus infection.  

Human life and health in the Donetsk People’s Republic has always been and will always have top priority. Only consciousness, understanding of personal responsibility and coherence of actions of everyone will help us overcome this difficult period,ʺ Vladimir Bidyovka stated.
