The law on a special status is the basis for a political settlement of the conflict in the Donbass. Its adoption is provided for by a Package of Measures signed by all parties to the negotiation process and supported by the UN Security Council. The expiration of the term of this Law jeopardises not only the political settlement of the conflict, but also the negotiation process as a whole.
The representatives of Ukraine are doing everything their upmost to sabotage the implementation of the law on a special status, they are inactive in the matter of extending the validity of this normative act. Moreover, Ukrainian politicians led by the President of Ukraine Pyotr Poroshenko submitted to the Verkhovna Rada a bill on the “reintegration” of the Donbass, thereby trying to replace the still valid law on a special status.
In addition to the fact that this bill was not agreed with the representatives of the DPR and the LPR, it carries absolutely militant initiatives. For example, the law on ‘reintegration’ gives the president of Ukraine the right to use armed forces in the Donbass to ensure national security and defense. This bill completely contradicts the Minsk agreements. Its adoption will block the negotiation process and may be the beginning of a new round of the conflict escalation.
