#Commentary of Vladislav Berdichevsky on ‘reintegration’ bill, essentially meaning Ukraine’s withdrawal from Minsk-2

As expected, based on the insider information, the bill on the so-called “renewal of Ukraine’s sovereignty” over the free Donbass territories is in complete contradiction with the Minsk agreements in the economic and political parts.

Despite the Minsk agreements signed by the Kiev representatives, the Ukrainian leadership tries to push through this bill all the economic restrictions that were previously fixed by Poroshenko’s decrees, actually legitimizing the economic blockade. Moreover, this project does not envisage the implementation of the political paragraphs of the Minsk agreements on the coordination of permanent legislation on special status with representatives of the Republics, including the paragraphs indicated in the notes.

Nevertheless, Poroshenko again stressed that the draft law was adopted taking into account the Minsk agreements. It is also spelled out in the text of the project and is an obvious lie. The adoption of this law means the actual withdrawal of Ukraine from Minsk-2 unilaterally, the termination of the negotiation process and the resumption of hostilities by Kiev at any time.

It is also worth noting that the recognition of the Russian Federation as an ‘aggressor’ looks rather strange. We know that in three years of the work of the OSCE SMM, no reports have ever noted the presence in the Donbass of regular units of the Russian army. The leaders of the monitoring mission have repeatedly stated that they do not have evidence of the presence of the Russian army in the region. Despite this, Poroshenko decided that insinuations, repeated endlessly by Ukrainian and Western politicians, could be fixed in the bill.
