Brusque and revolting attack, to which the Ukrainian Armed Forces subjected the employees of the Donetsk water filtration plant, who were riding in the bus of the “Water of Donbass” public utility company, was reflected in the findings of the Joint Centre on Control and Coordination’s experts and the reports of the OSCE SMM. Both the military officers of the Joint Centre on Control and Coordination and the representatives of the Monitoring Mission were unanimous in their views on where the attack was carried out and who was responsible.
According to reports dated April 17-18, despite the provision of security assurances, between 14:50 and 15:00 on the road to the Donetsk water filtration plant, when the SMM patrol was located about 1 kilometre of the intersection of H-20 and M-04 roads (300 metres west of the west outskirts of Yasinovataya), the observers heard 16 bursts of small weapons – all of them 2 kilometres south-west. Meeting with the participants of this event, the representatives of the SMM verified that the bus was going in a convoy with another vehicle from the Donetsk water filtration plant on H-20 towards the intersection with M-04. According to the estimates of the OSCE SMM, a 5.45 mm bullet hit the back of the bus and ricocheted off the hand railing, resulting in injuring 5 employees of the Donetsk water filtration plant.

It is possible that conclusions made by the Monitoring Mission will not serve as a basis for bringing the Ukrainian side to justice for attacking and injuring five civilians. However, their existence will be a precondition for the development and final approval of mechanisms by the Contact Group to identify and punish those responsible for violations of the ceasefire regime.
