Deputy Andrey Bayevsky delivers current results of Interim Commission’s work on identification of facts of MIR’s illegal activities

On October 26, the press centre of the Donetsk News Agency held a briefing of Andrei Bayevsky, the deputy of the DPR People’s Council, the chairman of the Interim Commission of the People’s Council of the Donetsk People’s Republic on identification of facts of damage to legal entities and individuals as a result of the illegal activities of representatives of the DPR Ministry of Income Revenue.

“Seven meetings have been held since the establishment of the Interim Commission. As of today, 71 appeals addressed to the Commission have been reviewed. As a result, we sent 39 appeals to the General Prosecutor’s Office, two appeals to the Ministry of State Security, 18 to the Interim Commission of the People’s Council on the transfer of markets operating in the territory of the Donetsk People’s Republic to state ownership and activities of non-resident enterprises and institutions, which introduced temporary receivership, and one to the address of the Ministry of Agrarian and Food Policy of the DPR,” the parliamentarian said.

Also, answering journalists’ questions, Andrey Bayevsky informed that three of the 39 appeals sent to the General Prosecutor’s Office have been answered. As the deputy noted, they are of a general nature, since at the moment checks are still being conducted on the materials of these appeals. Whether criminal proceedings will be initiated depends on the results of the investigations.

In addition, Andrey Bayevsky stressed that one of the main results of the work of the Interim Commission is the systematization of the materials received, thanks to which work is being done to improve the legislation of the Republic.

“Personally, I see the main effect of the work of the Interim Commission in systematizing the appeals sent to it. From them we can understand what the main gaps in law enforcement practice are, as well as in the activities of the Inland Revenue Ministry in terms of control and verification work, and in terms of charging fines. Accordingly, the members of our commission systematize all these materials, generalize and form their legislative proposals on the basis of this. So, a number of amendments to the DPR Law “On the tax system” have already been adopted. All this is aimed at improving the tax climate for entrepreneurs of the Republic,” the deputy said.

In addition, the Chairman of the Interim Commission drew journalists’ attention to the fact that parliamentarians were able to establish interaction with the DPR Ministry of Inland Revenue.

“Much of the work that our commission does is built in direct contact with the DPR Ministry of Inland Revenue. We were able to build the process of interaction with the MIR so that people can solve controversial issues in the course of individual work, without unnecessary bureaucracy. This is also a positive factor affecting the work of entrepreneurs,” Andrey Bayevsky emphasized.

We recall that the Interim Commission of the DPR People’s Council identification of facts of damage to legal entities and individuals as a result of the illegal activities of representatives of the DPR Ministry of Inland Revenue was formed by a resolution of the parliament on September 14, 2018 at the initiative of Vice Speaker Olga Makeyeva to protect the interests of businessmen of the Donetsk People’s Republic.

It should be noted that citizens can send appeals with information on cases of illegal activities of representatives of the Inland Revenue Ministry:

  • in a written form to the People’s Council, specifying the addressee as the Interim Commission of the DPR People’s Council on identification of facts of damage to legal entities and individuals as a result of the unlawful activities of representatives of the DPR Inland Revenue Ministry;
  • during the reception of citizens by deputies;
