DPR and LPR representatives in Contact Group denounce derailing of Framework decision on separation of forces and means by Ukrainian party
On June 13, a regular meeting of the Contact Group on the peaceful settlement of the conflict in Donbass took place in the capital of the Republic of Belarus. The agenda of the meeting included such issues as the implementation of cease-fire regime, implementation of the agreement on the separation of forces and means in three pilot areas, need for a settlement of the situation in the area of the Donetsk water filtration plant, as well as preparations for prisoner exchange and implementation of “Steinmeier formula”.
According to a source at the peace talks in Minsk, the participants of the meeting continued discussing the violations of the Framework decision by the Ukrainian party in all three pilot areas of the separation of forces and means. The source reports that the representatives of the People’s Republics presented a report on the Ukraine’s violations of the points of the agreement on the separation of forces and means, which had been recorded by the observers of the OSCE SMM.
ʺOSCE SMM observers continue to document the appearing of new positions, military equipment and soldiers of the AFU in the areas of the separation of forces and means. <…> However, despite the already published data from the OSCE reports, which clearly points to a violator, and taking into account the call of the coordinators to eliminate these violations and to take the path of rigorous implementation of all the items of the agreement on the separation of forces and means, Ukraine is dragging its feet with regard to the implementation of these recommendations. Moreover, the representatives of the Ukrainian party allow themselves to have a cynical attitude both to announced data and the call, which was made at today’s meeting,ʺ the source said.
According to him, the negotiators of the Donetsk and Lugansk People’s Republics demanded that the Ukrainian side should meet its previously undertaken commitments.
ʺWe sincerely hope that the statement of the UN Security Council, which calls for the implementation of the commitments to separate forces and means, as well as the close attention of the world community to the aggravation of the security situation, will force Ukraine to meet its previously undertaken commitments both in terms of these agreements and equally important questions such as the prisoner exchange, implementation of “Steinmeier formula”, lifting of the economic blockade, etc.,ʺ the source said.
It should be reminded that the United Nations Security Council adopted the statement condemning cease-fire violation in Donbass and calling for the expeditious implementation of the Minsk agreements on June 6. This is the first document of such kind during the conflict in Donbass. The document expresses concern over the deterioration of the situation on the front line. In particular, the Security Council condemned “continuing cease-fire violation, especially the use of heavy weapons banned by the Minsk agreementsʺ. The Chairman of the DPR People’s Council, the Permanent Plenipotentiary Representative of the DPR in the Contact Group’s negotiations in Minsk Denis Pushilin expressed the hope that the adopted document will have an impact on the leadership of Ukraine, in particular, with regard to the withdrawal of heavy weapons of the AFU from the line of contact. ʺWe hope that everyone, who can have constructive impact on Ukraine, will contribute to this,ʺ Denis Pushilin said
