Fundamental premise of legislative system establishment is harmonization with Russian legislation

The bills being developed by the DPR People’s Council are notionally consistent with the legislation of the Russian Federation, the Chairman of the People’s Council, Vladimir Bidyovka, stated in an interview with the Donetsk News Agency.

“When developing and adopting the laws of the Republic, the fundamental premise is harmonization with the legislation of the Russian Federation. We took the Russian system as our model. However, it is hard to compare the similarity of DPR and Russian laws in percentage terms – it is unclear what we should go by: the number of matches in the text or norms,” the Speaker of Parliament said.

According to Vladimir Bidyovka, in general republican laws correspond to Russian ones notionally. The main differences are associated with the features of the regulatory legal mechanism for their implementation and socioeconomic conditions in the Republic. In particular, the adopted DPR Civil Code corresponds to the Russian one by approximately 90%.

Let us recall that earlier Vladimir Bidyovka reported that as of now, 361 laws have been adopted in the DPR, of them 89 have been considered by parliamentarians of the second convocation. Currently, there are 247 draft laws in the work of relevant committees.
