#Official Commentary of Elena Melnick on Ukraine’s desire to spread propaganda in territory of DPR
The Karachun Mountain attracted attention of the DPR once again. This point on a map of the DPR is a place where it is planned to shell not only Slavyansk, but also the whole Republic. On December 5, the President of Ukraine Petrо Poroshenko arrived in Donbass to open a TV tower on the Karachun Mountain, which would broadcast propaganda in the DPR territory.
Ukrainian authorities do not give up hope to fight for hearts and minds of citizens of the Donetsk People’s Republic. It is a futile exercise, but you cannot explain it to Ukrainian pseudo-politicians. The Ukrainian government would better spend money on something worthy that would be really necessary for its own people, for example, an indemnity payment due to escalation of utility rates, instead of building a TV tower. But it was decided to spread the Ukrainian propaganda in the territory of the DPR.
What’s the object of doing that? Daily shelling of cities of Donbass, repression of civilians, looting and murders demonstrate true intensions of Ukraine better than any propaganda. Ukraine needs the land, but not people. But the money was allocated and the new TV tower has been built in the place of the former one, which was destroyed by Ukrainian troops in 2014. And, of course, not without the sponsor support of Europe: Poland provided Ukraine with transmitters, what Petrо Poroshenko did not fail to tell on his Twitter.
In fact, the intensification of propaganda is a Ukraine-wide trend. ʺThere is the TV tower set up in the village of Chongar, Kherson region, which has to ensure TV and radio broadcasting in Crimea,ʺ the Deputy Minister of Information Policy of Ukraine Artem Bidenko said.
It is a very strange approach. People watch the Ukrainian TV channel “Inter” in Crimea, because many TV operators have this channel in their cable subscriptions. At the same time, we should not forget about the potential of the Internet it has no problems at all. If sites with .ua domain extension are not blocked, as the Georgian authorities did in August of 2008 with .ru domain extension during the Russo-Georgian War in South Ossetia, then the Ukrainian television and sites are only limited by traffic.
The TV towers in Slavyansk and Chongar – it is rather a propaganda move, aimed at the Ukrainian audience. Crimeans escaped the fate of the residents of Donbass, but it is impossible to convince them of advantage of ‘post-Maidan’ Ukraine. Moreover, the Crimean authorities do not like the possibility of broadcasting in Crimea. ʺWe have enough sufficient technical means to prevent the unauthorized broadcasting in the Republic of Crimea,ʺ the Minister of Internal Policy, Information and Communication, Republic of Crimea Dmitry Polonsky said.
The TV tower on the Karachun Mountain is 180 meters high and it has 67 kilometers of broadcast range. Distance from Slavyansk to Donetsk is 118 kilometers, to Horlovka – 68 kilometers. The Ukrainian propaganda will not reach to Donetsk and it can reach to Horlovka theoretically, but only to its suburbs. Those very suburbs, which the Ukrainian artillery is shelling mercilessly. Whom does Ukraine want to propagandize?
Besides that, it will be an on-air broadcasting, and the urban population has been watching TV, provided by TV operator, who will not include Ukrainian channels in cable subscriptions. TV antenna is quite rare in an urban residence. Most likely, it is aimed at country dwellers, however, city dwellers are prevalent in the industrial Donbass region. Although, knowing the nature of ‘post-Maidan’ Ukraine, there is no point of doing it.
The Ukrainian authorities recognize the absurdity of this act. The former Deputy Minister of Information Policy of Ukraine Tatyana Popova commented on the pathetic opening of the TV tower on the Karachun Mountain: ʺAccordingly, the signal does not reach to the occupied territories, because they are fartherʺ.
What actually happened? I think that was a trivial sharing of budget funds. The tower is build, money is in pockets, uselessness is obvious, but it seems like everyone is happy. So, the Donetsk People’s Republic, of course, cannot relax, but it is not worthy to worry so much: the Ukrainian propaganda is in safe hands.
