Parliament Speaker Vladimir Bidyovka presents report at International Round Table in Republic’s capital

On April 3, in the assembly hall of the law faculty of the Donetsk National University, on the initiative of the Constitutional Legislation and State Building Committee, an International Round Table was held on the topic “Conceptual issues of state building formation and development in the Donetsk People’s Republic”, dedicated to the 5th anniversary of proclamation of the DPR.

Giving the speech before the participants of the event, the Speaker of the Parliament noted that the rule of law is a key factor in the formation and development of any state.

“The basic law that enshrines the rights and freedoms of a citizen in the Donetsk People’s Republic, a democratic legal social state, is the Constitution. In our Republic, it was adopted on May 14, 2014. This document has the highest legal force in the DPR.

The development of the Donetsk People’s Republic’s legislation is inextricably linked with the Constitution, since any regulatory act by definition does not have the right to contradict its articles. Thus, the Constitution became the backbone from which the formation and further development of the legal system of the Donetsk People’s Republic began.

In five years, the legislative base of the Donetsk People’s Republic, of course, has advanced far ahead. From the very moment when the Donbass residents expressed their decisive “no” to the state coup, lawlessness, propaganda of nationalism and outright fascism in Ukraine, there was an urgent need to form their own legal framework in our young state,” Vladimir Bidyovka said.
