People’s Council discusses simplification of order of labelling standards for food products in round-table format

On June 11, an extended meeting of the DPR’s People’s Council’ Committee on Industry and Trade was held in the format of a round table. The meeting was attended by the Chairman of the People’s Council Vladimir Bidyovka, Deputy Minister of Industry and Food Vladimir Rushchak, representatives of the Ministry of Revenues and Taxes, Ministry of Agro-industrial Policy and Food, Inspection on the Protection of Consumers’ Rights, scientific community and entrepreneurs.

The Speaker of the DPR’s Parliament opened the meeting.

ʺThe main goal of today’s meeting is to discuss the legislative settlement of food quality control in the Donetsk People’s Republic, as well as its standardization and technical regulation.

The topicality of this subject in the context of a law of the DPR “On the safety and quality of food products”, which was designed to provide the citizens of the Republic with not only healthy products, but also it is intended to keep consumers informed about it accordingly,ʺ the Chairman of the People’s Council said.

The Chairman of the Committee Sergey Chuchin reported on planned changes to the DPR’s law “On the safety and quality of food products”, which relate to the order of food labelling.

ʺUnder the current legislation, information on product compatibility with statutory documents on the quality and safety of products was printed on a label, which was attached to a consumer or transport package, or was recorded in a package insert that was in a consumer package or attached to it.

A draft law ʺOn amendments to the Law of the Donetsk People’s Republic “On safety and quality of food products”ʺ proposes to change the order of labelling in order to make it simpler, as follows:  to provide not every unit of goods with information on the quality characteristics of products, but lot of goods, adding the concept of “lot of goods” to a concept list of the law,ʺ the deputy said.

Representatives of relevant ministries, as well as entrepreneurs pronounced themselves on the subject and overall positively assessed the proposed changes.

In addition, Sergey Chuchin made a report, where he dwelled on a subject of standardization and technical regulation.

ʺAn optimal model for the organization of technical regulation and standardization is a system process, as a result of which products can only enter a market only if they meet requirements and have been undergone the competency assessment determined by mandatory certification requirements applicable to it.

Due to the absence of legislation in the Donetsk People’s Republic that regulates a legal basis for standardization and technical regulation, as well as to establish normative legal regulation in the field of standardization and certification in the Donetsk People’s Republic similar with the Russian Federation,ʺ the deputy said.

At the end of the report, Sergey Chuchin announced the Committee’s plans for the development of draft laws “On standardization” and “On technical regulation”.

The Chairman of the People’s Council Vladimir Bidyovka concluded the meeting.

ʺI want to thank of the participants for a particularly rich discussion. I am very pleased with the number of initiatives and proposals you have made, really important ones, which currently correspond to the needs of society. All the proposals made during the roundtable will be carefully considered. I hope that concrete proposals to improve food safety legislation will be presented soon,ʺ the Speaker of the DPR’s Parliament summed up.
