People’s Council is only fully legitimate constitutional body in DPR – expert
A completely legitimate constitutional body in the Donetsk People’s Republic after the death of its Head Alexander Zakharchenko is the People’s Council headed by Denis Pushilin. This point of view in an interview with TASS was expressed by director of the Center for Political Conjuncture Alexey Chesnakov.
“The situation in the Republic as a whole remains stable. But there is still no clarity whether there will be elections or not. This uncertainty is inherent in increased anxiety in society,” Alexey Chesnakov said.
He recalled that the post of First Deputy Chairman of the Council of Ministers of the Donetsk People’s Republic is vacant.
“But there is one more problem. According to the DPR laws, it is necessary that the People’s Council terminate the powers of the Head of the Republic prematurely. In this case, unfortunately, in connection with the tragic death of Alexander Zakharchenko. After that, according to the Constitution, the first vice-premier must act as the Head of the Republic. But this position is vacant for today. And there is no one who has the right to appoint someone to this post,” Alexey Chesnakov said.
He also added that Dmitry Trapeznikov was not appointed, but declared the Head of the DPR.
“Dmitry Trapeznikov has been declared Acting Head of the DPR. But he was declared, and not appointed. He is not the first, but the ‘ordinary’ deputy prime minister, and therefore, according to the law, he has no right to be the Acting Head. He knows this and therefore does not issue any acts and practically does not make decisions. Everybody sees it. Shortly confusion and disturbance may begin,” Alexey Chesnakov stressed.
According to the political scientist, Dmitry Trapeznikov, of course, is a patriot, a worthy person, a pro-Russian politician.
“But he still does not have the authority that the late Zakharchenko had. He will not be able to control the situation for a long time, without any rights to it. If there are elections, his forces will not be enough to organize them. The only support for him so far is the Minister of Inland Revenue Alexander Timofeyev. But a lot of people have questions to him, and with the slightest fluctuation the situation the people will stand up.
In such a legal and political conflict, the only fully legitimate constitutional body in the DPR is the People’s Council headed by Denis Pushilin. So for the transition period the slogan “All power to the Soviets!”, more precisely to the “Council”, for the DPR would be the most appropriate. Otherwise, the young Republic may face a serious constitutional and political crisis.
One can only hope that Trapeznikov and Pushilin will have the wisdom and sense of responsibility to agree and cooperate as Zakharchenko collaborated with the People’s Council and his speaker,” Alexey Chesnakov, director of the Center for Political Conjuncture, concluded.
The Head of the Donetsk People’s Republic, Alexander Zakharchenko, died tragically last Friday, August 31, as a result of a terrorist attack in the centre of Donetsk. The farewell ceremony with the leader of the state took place on September 2 in the Donetsk State Academic Opera and Ballet Theatre named after A.B. Solovyanenko. Over 200,000 residents of the Donetsk People’s Republic came to honour the memory of the deceased. Delegations from four countries came to the Republic on the occasion of the funeral. President of the Russian Federation Vladimir Putin described the killing as mean-spirited and expressed the hope that the organizers and perpetrators of this crime would be deservedly punished.
