People’s Council deputies take part in round table devoted to archive-keeping
On September 13, 2016, a round table concerning the organisation of a single archival institution took place at the Government House.
The event was attended by the Deputy Chairman of the DPR People’s Council Olga Makeyeva, deputies of the DPR People’s Council, representatives of ministries, the Office of the DPR Council of Ministers, the city and district administrations.
Olga Makeyeva said that the deputies have a positive attitude towards the issue of creating a single archival institution.
“The deputies of the People’s Council in the framework of their districts regularly receive complaints from residents requesting assistance in obtaining references confirming the work experience and salary. In this regard, deputies of the People’s Council are ready to assist in this matter, so that at the receptions of citizens there would be an opportunity to explain to our residents, where exactly particularly it is necessary to address,” the Deputy Chairman of the DPR People’s Council said.
The Office of the DPR Council of Ministers’ representative Maxim Bulavin noted that there are several problems associated both with the organisation of the archive under discussion and its subsequent maintenance.
“The Office of the Council of Ministers took into account all the recommendations of stakeholders concerning the allocation of specially equipped premise, its services, staff, and other financial and costly exercise. According to the representative of the Ministry of Finance, the objective to provide access to citizens of the Republic to the archive documents that they are interested in should be solved step by step. There is point of view that all the main points can be included in a single draft decree. In any case, we need to develop a common vision for the organization of the archive under discussion,” Maxim Bulavin said.
The chief of the Head Public Administration of Office-work and Archive Irina Kostenko has designated the most important tasks of the archive created of republican importance.
“It’s no secret that many archives are left unattended, quite simply abandoned. There are partially deleted ones, for example, in the Donetsk airport. A lot of archives have been taken out. Also during Ukrainian time here a practice of creating non-state archival enterprises was quite widespread. In this regard, there is an urgent need to establish the republican archive, which will carry out such tasks as:
– reception of documents on personnel matters;
– safekeeping and accounting of documents;
– use of documents on staff,” Irina Kostenko said.
Following the meeting, the round table participants agreed to continue work on the creation of the archive-approved, as well as discuss some of the differences directly.
