Mr. Volker probably did not have time to get acquainted with the originals of the Minsk agreements. Otherwise, it is impossible to explain his statement that these agreements are made only between Russia, the OSCE and Ukraine, without the participation of the DPR and LPR. On that basis, he concluded that there was no need to discuss the draft resolutions and the mandate of the United Nations forces with the Donbass people.
We will send Mr. Volker copies of the Minsk documents, which have the signatures of the heads of People’s Republics, Alexander Zakharchenko and Igor Plotnitsky. These signatures were put in Minsk, where the Donbass leaders participated in all negotiations as equal partners at the invitation of the “Normandy Four”. On this basis, the DPR and LPR will continue to participate in all negotiations for a peaceful settlement, whether Volker likes it or not.
There will be no United Nations forces in Donbass without our consent. Our consent can be obtained through negotiations in the Contact group, where we are fully represented. If Mr. Volker wants to avoid failing his mission, he can appeal to the Contact Group. We will consider his proposals and think whether his ideas meet the interests of the DPR and LPR.
