Regular meeting of Contact Group on peaceful settlement of conflict in Donbass held in Minsk
On November 23, the regular meeting of the Trilateral сontact group on the peaceful settlement of the conflict in Donbass was held in Minsk. Issues regarding the increased number of armistice violations, the exchange of prisoners and the implementation of political paragraphs of the Minsk agreements were submitted to the agenda.
The source noted that, despite the fact that the roadmap and implementation of the “Steinmeier formula” are the basic steps to implement the political part of the Minsk agreements, approved by the members of the “Normandy Format,” it does not interfere with the Ukrainian side in every way to delay even the discussion of these issues.
“Ukraine’s destructive position, according to the DPR envoy Denis Pushilin, is based on Ukraine’s unavailability to carry out these paragraphs. The implementation of the Minsk agreements’ political paragraphs requires political will and responsibility from the Ukrainian president and the deputies, and hence progress on this issue in the current Ukrainian government is very doubtful,” the source said.
According to the source, during the meeting Denis Pushilin expressed hope for OSCE assistance in the issue of the bringing criminal proceedings in Ukraine against those who carried out the recruitment of minors to carry out sabotage in the country. Referring to the OSCE, Denis Pushilin expressed hope for the organization’s facilitation of putting pressure on the prosecutor’s office and law enforcement agencies of Ukraine with the purpose of the investigation into the recruitment of minors, and the bringing criminal proceedings against the recruiters.
Also, the source added that, despite repeated attempts of the negotiators from the Donetsk and Lugansk People’s Republics, the work of the subgroup on economic issues failed to be unblocked.
“The Ukrainian side continues to insist on the legitimacy of its refusal to start work, while making periodic attempts to solve the economic issues unofficially.
Insisting on the need to resume the work of the group, Denis Pushilin stressed the importance of addressing economic issues for the conflict parties and readiness of the Republics to solve these problems,” the source at negotiations in Minsk concluded.
