Relevant committee completes work on draft law regarding adapted physical education

On August 21, in the capital of the Republic, an expanded meeting of the People’s Council Committee on Youth Policy, Physical Culture, Sports and Tourism was held on the topic “The relevance of the development and implementation of the Law on Adapted Physical Education and Sports in the Donetsk People’s Republic”.

The event was attended by Chairman of the DPR People’s Council of Vladimir Bidyovka, representatives of the People’s Council Committee on Social and Housing Policy, the Ministry of Labour and Social Policy and the Ministry of Youth Policy, Sports and Tourism.

In his welcoming speech, the Speaker of Parliament noted the importance of adopting a bill to regulate activities in the field of adapted physical education.

“There is no doubt that adapted physical education not only has a positive effect on the health of people with disabilities, but also allows them to overcome psychological barriers and realize the need for their personal contribution to the life of society. That is why the normative regulation of the sphere of adapted physical education is of absolute importance and is essential for the functioning of our society as a whole.

Our main task is to protect the interests of all categories of the population of the Donetsk People’s Republic, ensure equal rights for every citizen, therefore I urge all participants to hold a productive discussion and express their opinion on the main issue that is on the agenda today,” Vladimir Bidyovka said.

In turn, the chairman of the People’s Council Committee on Youth Policy, Physical Culture, Sport and Tourism spoke about the work of the Republican Centre for Adapted Physical Education and Sports.

“Physical education and sports are effective, and in some cases – the only method of physical rehabilitation and social adaptation of people with disabilities.

Due to the existing problem regarding the adaptation of people with disabilities, the Republican Centre for Adapted Physical Education and Sports was created in the Donetsk People’s Republic.

This is a specialized state municipal educational and sports institution that provides the appropriate conditions for the implementation of state policy in the field of adapted physical education and sports, carries out activities for the organization of physical fitness and sports activities among people with disabilities, including adapted sports of the highest achievements, physical and sports rehabilitation of people with disabilities.

Now over two thousand people with disabilities are undergoing rehabilitation at the centre of adapted physical culture and sports, and about a thousand are engaged in sports sections,” Vladimir Chekun reported.

At the end of the event, Vladimir Bidyovka thanked those involved in the development of the bill for fruitful and high-quality work.

“Why is this bill important for Republican residents with special needs? First of all, this is conditioned by the possibility of state support for classes – full or partial. I believe that this norm will become a serious motivational component, since playing sports will become more accessible for people with disabilities.

Thus, everyone who has the desire to develop, overcome certain psychological barriers, adapt the capabilities of their body to the existing social environment and engage in professional sports, will have the opportunity to do so.

The fact that the legal basis of the draft Law “On Adapted Physical Education and Sports” comes, in particular, from the Model Law of the Commonwealth of Independent States “On Paralympic Sports”, adopted at the thirty-first plenary meeting of the Inter-Parliamentary Assembly of CIS member states, indicates that the achievements of our country’s citizens will not be limited to the territory of the Donetsk People’s Republic. However, in our bill “On Adapted Physical Education and Sports”, in addition to persons with disabilities of the functions of the musculoskeletal system, vision, rights and obligations in the field of adapted physical education and sports for people with hearing impairment and intelligence functioning are also taken into account. I thank all the participants of the extended meeting for their productive work,” the Chairman of the People’s Council concluded.
