Statement of Denis Pushilin on need to conduct inspections of critical infrastructure facilities on territory temporarily controlled by Ukraine

For several centuries the world has been associating the Donbass as a mining region. Most of the region population is connected in one way or another with the coal mining industry. And the events of recent years have not changed this.

The significant scientific potential of the mining industry is concentrated here. Studying by real examples of accidents and the risks arising in the process of mining and coal processing, specialists of research institutes develop mechanisms for their prevention. And these mechanisms are very effective. In this connection, I can safely say that the situation with environmental risks of the coal mining industry in the Donetsk People’s Republic is under constant control. Moreover, in addition to the assessment conducted by our experts, experts from the Russian Federation also gave their expert opinion.

But as for the territory of Donbass, temporarily under the Ukrainian authorities’ control, here I to some extent agree with the fears of George Tuka.

We have repeatedly raised the issue of joint inspections of critical infrastructure facilities, such as the Avdeyevka Coke Plant, the Konstantinovka Chemical Plant, the Dzerzhynsk Phenolic Plant, and a number of other hazardous industries within the framework of the Contact group in Minsk.

During the hostilities, the technological cycles and production processes were violated at most of them, timely maintenance was not carried out, suffice it to mention the presence of the military at the facilities and the high degree of corruption of Ukrainian officials. According to information received from the employees of enterprises, the situation at a number of industries is critical.

We demanded and continue demanding from the participants in the negotiation process in Minsk to create joint inspections with the participation of representatives of relevant departments, public organizations from the DPR and the LPR, as well as from international organizations that we trust and that will be able to give an objective assessment of the situation.

Thus, George Tuka raised an important question. And we need to inspect the territory of the Donbass, temporarily under the control of the Ukrainian government, as soon as possible.
