The issue of border transfer should be discussed after addressing the issues of security and political settlement – Denis Pushilin
On September 16, the Chairman of the DPR People’s Council, permanent plenipotentiary representative of the DPR in the trilateral contact group at negotiations in Minsk Denis Pushilin stated it is too early to talk about peace in Donbass as provocations carried out by the AFU continue, even though the ceasefire was announced.
“Unfortunately, there are provocations. It is premature to say that peace is established. But the situation is different from the one that was before the Head of the Republic has issued an order not to respond to provocation. Violations of the Ukrainian side are recorded,” the Parliament Speaker noted.
He expressed the hope that, thanks to the visit to Ukraine of the Foreign Ministers of Germany and France Frank-Walter Steinmeier and Jean-Marc Eyraud Ukrainian side will reconsider the attitude to the obligations assumed on the implementation of the Minsk agreements’ Package of measures.
“I hope that the Ukrainian side will have enough desire and capabilities to fulfill their obligations, and the visit of the Foreign Ministers of France and Germany will contribute to this,” Pushilin said.
According to the DPR plenipotentiary representative, compliance with ceasefire in Donbass will be able to increase the effectiveness of the Minsk agreements.
“If the ceasefire continues, then it will be possible to proceed to the phase when security issues will be intertwined with political issues. If it happens, we will see improving of the efficiency of the Minsk process. If Ukraine will break the truce again using provocations, the situation will again be desperate,” Pushilin concluded.
Chairman of the People’s Council also gave an assessment of the road map of revitalisation of the Minsk process, proposed by the Foreign Minister of France, Jean-Marc Eyraud.
“Eyraud’s suggestions are very similar to the paragraphs spelled out in the Package of measures. Ukraine declared about the necessity of transmission of the borderline under the control of Kiev in order to prepare for the elections. We are well aware that such action would have ended with the genocide. Therefore, first of all, we need to solve the issues of security and political settlement, and only then it will be possible to discuss the transfer of borders,” Denis Pushilin stated.
Let us remind, the Heads of the Donetsk and Lugansk People’s Republic, Alexander Zakharchenko and Igor Plotnitsky, reported that the DPR and the LPR imposed “silence mode” unilaterally on September 15, 2016. Alexander Zakharchenko emphasized that the ceasefire has been observed by the Republic in accordance with previously agreement reached by the contact group on the peaceful settlement of the conflict in Donbass as well.
The Foreign Ministers of Germany and France, Frank-Walter Steinmeier and Jean-Marc Eyraud, on September 14, in Kiev announced the plan for the peaceful settlement in Donbass, according to which the paragraphs of the Package of measures relating to security must be carried out in parallel with the political paragraphs. In particular, in accordance with the road map proposed by the foreign ministers of Germany and France, the preparation and adoption of the Ukrainian law on local elections in Donbass and a special status for the region are prime condition of political nature.
