On July, 13 the meeting of the Contact Group on the settlement of the situation in Donbass took place in Minsk. The agenda included issues relating to the political settlement, deterioration of the situation on the contact line and the exchange of prisoners.
According to a source at the negotiations in Minsk, the President of Ukraine Petro Poroshenko declared the readiness to discuss a road map with the «G5» countries a few days ago.
At the same time, US Secretary of State John Kerry declared readiness of the Election Law and even consistency of this document. Moreover, the representative of Ukraine Leonid Kuchma said about the need to discuss the roadmap on at the last meeting of the Contact Group.
“Further these words work, unfortunately, has not progressed. Despite all the assurances of Kuchma and requests of subgroup coordinator Mr Morel, the Ukrainian side continues to shy away from discussing the roadmap within the Minsk meeting and haven’t provided the coordinator and the subgroup the necessary documents for the work and the official position of Ukraine. No tangible progress in the discussion of the Election Law “, the source said.
The questions of political subgroup are still very important for the DPR and LPR. During the work of the Contact Group the plenipotentiary of the DPR Dennis Pushilin said about it. According to the plenipotentiary, the road map needed to fulfill the political points of the Package of Measures in a specific order and within the specified time, and that is the adoption of the law on the Special Status of Donbass, the Law on Amendments to the Constitution of Ukraine, Election laws and amnesty.
In negotiations Leonid Kuchma was handed the passport and other documents of opera singer Slipak.

At the meeting, a question of contact line renewed shelling was raised.

So the document, obliging the sides to dilute forces and abide by a buffer zone, relieves tension and reduce the number of cities’ shelling significantly”, a source at the negotiations in Minsk said.
Within the work of the Contact Group the issue of pensions’ payment has also been considered. Denis Pushilin told that the situation with the pensions’ payment degraded. Ukraine retain obligatory payments intentionally, complicating the procedure of registration and receipt of payments, while violating human rights.
The source noted that not less hard was the work of humanitarian subgroup today.
