Valery Skorokhodov: Markets passed by oligarchs on to third parties after start of war in Donbass will not be returned
It is necessary to revise a number of decisions on the transfer of markets into state ownership in accordance with the DPR Law “On Markets and Market Activities”, Valery Skorokhodov, deputy of the People’s Council of the DPR, said in an interview with the official DPR website.
The parliamentarian recalled that the Interim Commission on the transfer of markets operating in the territory of the Donetsk People’s Republic to state ownership and the activities of enterprises and institutions – non-residents, at which temporary state administrations were introduced, was formed in the People’s Council on June 16, 2017. According to Valery Skorokhodov, he was in the first contingent of this commission, but due to the disagreement with the position of the Ministry of Inland Revenue, he left it. Currently, after the change of leadership of the commission, the deputy has returned to work in its contingent.
Valery Skorokhodov also said that at present there are complaints from citizens of the Republic about unlawful actions by representatives of the DPR Ministry of Inland Revenue and the state enterprise “Markets of the Donbass”.
The parliamentarian shared the details of the activities in the updated composition of the Interim Commission on non-resident enterprises.
“Denis Pushilin raised the right question about the legality of a number of decisions on the transfer of markets to state administration. Now the Interim Commission on non-resident enterprises is headed by deputy Natalya Pshenichnaya, I also re-entered it.
Our task now is to accept appeals from citizens, consider them and submit them to the Council of Ministers for further study. In essence, it is necessary to re-execute the DPR Law “On Markets and Market Activities”, adopted in 2016. It is necessary to determine whether this or that premises is suitable for the market criteria, after which all private property that does not fit these criteria will need to be returned to the owners, of course, with all the necessary documentation available. I am sure that the fair decisions that people have been waiting for for the third year will be fulfilled,” Valery Skorokhodov said.
He stressed that, according to the DPR Law “On Markets and Market Property”, it was necessary to make an assessment as to whether a given premises falls under the definition of a market. However, it was never fulfilled. Under the cover of the law, property was taken from the owners. At the same time, the parliamentarian stressed that the markets stolen from the state by oligarchs will not be returned.
“The topic of returning markets to owners is crucial. First of all, I want to emphasize that the markets stolen from the state after the collapse of the Soviet Union will not be returned to the oligarchs. None of the markets that was transferred by oligarchs to third parties in various ways after the start of the war in the Donbass will not be returned. I assure that our law enforcement agencies are aware of such facts of fictitious transfer of property to third parties and are working on them,” the deputy noted.
