Vladimir Bidyovka: All decisions of People’s Council are based on Republic’s legislation
The appointment of Denis Pushilin to the post of the Acting Head of the DPR and decision to hold elections are the only right lawful output, which allowed dealing with judicial contradictions due to the tragic death of the head of the state. This was stated by the Chairman of the People’s Council’s Committee on Constitutional Legislation and State Building and deputy Vladimir Bidyovka in an interview to the official website of the DPR.
According to the parliamentarian, under the Constitution of the DPR, the People’s Council is the only legal body, which was formed as a result of popular elections in 2014.
ʺThere is no other option in accordance with the Constitution and the law “On the system of bodies of executive power of the DPR”. All decisions have been taken on a legal basis today,ʺ the parliamentarian said.
It should be reminded that the People’s Council adopted a decree on the early termination of the power of the Head of the DPR Alexander Zakharchenko in connection with his death and appointed Denis Pushilin to the post of the Acting Head of the DPR on September 7.
Alexander Zakharchenko died on August 31 as a result of a terrorist act in the centre of Donetsk, a mourning ceremony for the leader of the state took place on September 2. According to parliamentarians, the tragic death of the head of the state led to a legal stalemate situation in the Donetsk People’s Republic. In connection with this, the Acting Prosecutor-General of the Donetsk People’s Republic and Senior Counsellor of Justice Andrey Spivak made a submission to the People’s Council on the correction of breaches of the law and necessity to appoint the Acting Head of the Donets People’s Republic.
