‘We managed to solve many problems’: Vladimir Bidyovka talks about activity of deputy reception at Khartsyzsk Pipe Plant
The deputy of the DPR People’s Council, the head of the Donetsk Republic parliamentary faction, Vladimir Bidyovka, in an interview with the Donetsk Republic newspaper, spoke about the results of introducing external management at the Khartsyzsk Pipe Plant.
“Initially, people were afraid of introducing receivership at the enterprise. We had to build contact with the team from scratch. As far as I understand, the ‘other’ side has told people a lot about the fact that, like, they will be used and thrown out. Left with nothing. After all, the former owners of the DPR enterprises, including the Khartsyzsk Pipe Plant, are all not ordinary people in Ukraine. They call themselves patriots of the Donbass, but at the same time they communicate with the ruling party, Poroshenko and his team.
It is no secret that the interim administration was introduced as a response to the blockade by Ukraine, which, by the way, Rinat Akhmetov never tried to resist. Although he could take certain steps in the political arena, for example, agree with Poroshenko himself. The owners did not do this, they were not interested in the fate of people working at the plant. Only property. This was largely confirmed during the negotiations in Minsk, when they asked questions about their property, and not about the workers. I think this shows the true attitude of the oligarchs towards the people. They are patriots just as much as the amount of profit the Donbass gave them. Their homeland is where it is more profitable and warmer for them.
In addition, Akhmetov more than once boasted about the creation of laboratories to track products manufactured in the DPR, doing everything to prevent these entities from selling goods,” said the deputy.
Vladimir Bidyovka noted that, together with the Special H.Q. for the transfer of enterprises of Ukrainian jurisdiction under the external management of the DPR, he managed to convey to the workers of the KPP that they were not turned adrift in the world – the company would work, and the salary would be paid, and they could turn to him with any problematic questions.
“Since I began to hold the deputy’s reception at the Khartsyzsk Pipe Plant, I managed to solve many different problems that the company’s employees addressed me with,” said the parliamentarian. He added that recently the appeals of the company’s employees concerned mainly issues of a domestic nature related to the problems of housing and public utilities.
Vladimir Bidyovka also spoke about the latest legislative initiatives of the Republic’s leadership, aimed at the development of the state’s economy and improving the living standards of citizens.
“At the initiative of Acting Head of the DPR Denis Pushilin and with the joint work of the Council of Ministers and the People’s Council, the excise tax on motor gasoline and diesel fuel was reduced. This was a vivid demonstration of the results of the work of the Acting DPR Head, Denis Pushilin. The real transition from words and slogans to particular solutions. And this is only one of many steps to improve the quality of life of our citizens and stimulate the republican economy as a whole.
When voting, we understood that fewer funds would go to the budget, but for the economy as a whole (since fuel costs make up about 35% of what the price of the goods is formed), this step will bring more benefits,” the deputy stressed.
We shall recall that on October 19, parliamentarians supported the initiative of Acting DPR Head Denis Pushilin and adopted the Law “On Amendments to Article 84 of the Law of the Donetsk People’s Republic “On the Tax System””. The excise tax rates on motor gasoline and diesel fuel were reduced from $150 to $50 per ton. The initiator of this decision was the Acting Head of the DPR.
Let us add that this year marks the 120th anniversary of the founding of the Khartsyzsk Pipe Plant. This is a unique enterprise, the only one in the USSR that produced pipes of large diameter. Because of the trade and transport blockade on the part of Ukraine, for almost two years it had been in a forced idle. But this summer, it resumed the work thanks to the restoration of the full production cycle at the Alchevsk Metallurgical Plant, which manufactures and now supplies sheet metal for large diameter pipes to the KPP.
At the moment, KPP can produce more than 500 standard sizes of steel electric-welded longitudinal pipes with diameters from 478 to 1422 mm for gas and oil pipelines, heat networks. In general, for the year the plant can actually produce 450 – 600 thousand tons of pipes.
It should be noted that the Special H.Q. for controlling the transfer of enterprises of the Ukrainian jurisdiction under the external control of the DPR was established in accordance with the Decree of the DPR Head, Alexander Zakharchenko, to regulate the rights of workers at enterprises where temporary administrations had been introduced.
On February 27, 2017, an emergency plenary session was held in the DPR People’s Council, during which parliamentarians adopted amendments to the DPR Law “On the Tax System” to clarify the procedure for taxation of non-resident taxpayers. The emergency of the measures at that time was due to the inability of the current Ukrainian authorities to influence the situation and end the economic blockade of the Republics initiated by the nationalist battalions. The changes were adopted by the Parliament due to the fact that enterprises that did not have registration on the territory of the Donetsk People’s Republic did not bring tax liabilities to the budget of the Republic, thereby violating the current legislation. In case of non-observance of the Law, provision was made for the introduction of temporary administrations at the specified enterprises from March 1, 2017.
The Khartsyzsk Pipe Plant (branch No. 5 of ZAO Vneshtorgservis) also came under external control, along with the Donetsk Metallurgical Plant, the Yasinovataya Coking Plant and some other enterprises.
